As a project manager Laura needs to meet with her team to figure out which is the best way to go about the project either completing it or stopping it. Once she has their opinion since they were enthusiastic about starting this she can go back to senior management present them with the new plan they have come up with. Lauren needs to quickly inform top management of the discrepancy between the macro estimate and the WBS estimate. I would be prepared with a plan of action to submit to the board to try and help save the project. I would ask the team if this is something they still believed would be a benefit to precede even if there was an increase in cost. One of these constraints will have to be sacrificed. If the management's major constraint is money, they should take a time extension for the project. If it is time, they should offer up more money to get the project accomplished on time.

It is apparent that senior management made a judgment call based on inadequate or faulty and previous information. Senior management should not have gone of prior experiences they should have done what Laure did and get accurate information. The employees that were concerned should have spoken up about the planning and their concerns of cost. If they had done a WBS prior as Laura did they would have more accurate information to pass on. It is going to be hard to convince senior management that they guessed at what it would cost and the actual cost is going to be $1250.00 more than what was originally thought. The stakeholders are not going to be very happy as they budgeted for a lower amount.

Although it is easy to suggest estimating down to the work package level, there are mission critical projects where time is critical and cost can only be carefully controlled. Templatres, WBS completed worksheet package. buttom up estimate.
