5) Market segmentation-In order for local government to be customer focused I have already mentioned the need to segment and group its constituents. A conflict here can arise with the ethic that all individuals are equal. By grouping it is possible that some groups will be overlooked. This again reinforces that the ethos and marketing orientation may struggle to work hand in hand with each other. The equality factor is clearly shown by Aidan Rose and Alan Lawton, "Considerations of equality influence the managing of demand" (Rose and Lawton, 1999, pg 215)

Conclusion

Within this I have attempted to consider the influence of a modernized government with the existing Public Sector Ethos. As U.S develops as a multi-cultural nation with individuals having a wide range of diverse needs there will always be a struggle to meet all the needs of society. As the current public sector services (especially local government) have been in existence for a long time it is obvious that there needs to be changes to accommodate present day society. Although there has been a vivid illustration pointed out a series of problems with a market orientation and the public service ethic there is room for compromise.

The motivation dimension of organizations represents a necessary function that all organizations must perform. The need to motivate employees is central to the concept organization. It requires that the organization develop means to direct the activities of disparate individuals toward a common goal or output. Public organizations must establish goals and measures of employee movement toward those goals, and, in so doing, to provide structures that facilitate both essential motivation (the work itself) and extrinsic motivation (compensation and benefits).

The researched conducted by Eran Vigoda has made me further research these various topics of public administration and learn more about governmental functionality for not only the US and but from other democratic countries. Personally feel that there are no perfect answers to the problems I have identified, although, the key to ensuring the best possible services is communication with users. Communication has the benefit of enabling users to feel valued and also constantly hearing their views and opinions. Only with good communication can the public ethos be upheld otherwise the government is not providing its users with the service they need. Without communication we can not respond to their needs. Whatever the future holds in public administration and the processes to implement modernization staff must the forefront of the change. It is the staffs that provide the change so must be well trained and informed of why these changes are happening. It is important that staff is credited during this change for their hard work.
