01. ABC construction company was suddenly stopped due to certain reason. Conclusion for this decision might be as follow:

* Major reason might be the rate of accident gradually increases.

* Improper work and safety planning.

* Lack of employee health due to working environment.

* Lack of employee welfare and benefits, because of that employee grievance increase.

* Improper /lack of supervision from the top management.

* May be government involvement/ cancel the contract license.

Untimely willingness of the work is reduced, high labor turn over, employee performance decrease, demotivate work force, increase employee complains, trade union action increase, cost of medical claim and insurance increases, finally productivity and quality of work decrease were reasons for sudden stopped work in previous place.

02. current location identified issues are as follow:

* Excavation started without proper planning and also not well protected.

* Tower crane was working without a competent Rigger.

* Scaffolding was not build up to the standard.

* Traffic management was poor.

Above factors are identified hazards in the working site; hazard is a situation that poses a level of threat to life, health, property, or environment. Most hazards are dormant or potential, with only a theoretical risk of harm; however, once a hazard becomes "active", it can create an emergency situation. A hazard does not exist when there is no accident. A hazardous situation that has come to pass is called an incident. Hazard and vulnerability interact together to create risk. For hazards in the context of risk assessment.

In this working site car met with an accident as it fell into the excavation, this is a good example for hazard create an emergency situation.

* Heavy vehicle drivers and machine operator are continues working in both shifts.

Driving heavy vehicle isn't easy task, but company allows them to work in 24 hours both a shift to cover up for the absentees. This lead in to accident. Same scenario happens to the machine operators.

* No first aid facility and the ambulance services provided.

* Human resource executive act as the safety manager.

* Technical staffs are unable to explain the detail and salient features.

* Improper training to employee.

* Labour turn over, absenteeism and demotivate employee percentage are regularly increase.

* Employer has no system and interested in taking care of employees especially in the event of an accident.

* No breakfast is provided to the employees.

* Uniforms are issued but the lockers are situated far away from the work stations.

* A laundryman washes the uniform but he is not regular and no action is taken to regularize the system. The employees are fined and/ or punished for not wearing the uniforms.

* No canteen facilities are available.

* Sanitation facilities are provided but up to the standard.

* The drinking water is available in the office and the operational units but not at the site.

* The employees are not satisfied on the welfare facilities provided by the company.

By considering, the above current work place observations we come to the conclusion that working site is not good for work. It's not fair to render the construction license back to the above mentioned company, if their construction license has been subjected to cancellation in previous work place.

While violating the safety of the workmen, at least they don't even consider the welfare and the state of living of employees.

Heavy vehicle drivers and machine operators are forced and motivated to work 24 hours by paying them over time and shift allowances. Thought they paid so they are not given enough resting time either. As a result the probability of long term residence workers being subjected to accidents increases. And also most of these workers rent houses from outside, but company have not been taken care off in term of provision of accommodation neither accommodation allowances. As a result they can't pay their house rent ant utility bills either. The remuneration given for these employees by the company is now ever not enough to pay those bills and rents. Company further doesn't provide first aid facilities for workers. By the considering the above mentioned facts we can come to the conclusion that this company massively violates the welfare of workers.

Recommendation

1. Guideline for safety in the construction site.

* Perform a thorough walk through of the site.

Identify and assess any workplace hazards and write down anything that may be considered unsafe. Notify your managers of possible dangers that he/she should know about.

* Train all personnel in work-site safety and operating procedure either on-site or at a training facility.

Search the Internet to see if online instruction is available. Training should include proper lifting techniques to help reduce common back injuries sustained on the job.

* Identify and mark any hazardous materials.

Determine any risk involved to personnel. Label and store any materials deemed hazardous in proper containers and secure them in a safe location. Post precautions for handling nearby. Make sure there is material safety data sheet for all potentially hazardous chemicals/materials

* Inspect equipment to be sure it is working properly.

Be on the lookout for unusual noises and jerky movements. Report any problems immediately and do not operate the machinery until repairs have been made.

* Use harnesses and other safety equipment when performing roof work or working
