1.0 Introduction to MRT

        Klang Valley Mass Rapid Transit Project also known as MRT project was a huge project proposed by MRT corp. and been agreed by the government on 17 December 2010. Construction of the line was officially launched on 8 July 2011 by the Prime Minister of Malaysia, YAB Dato’ Sri Mohd Najib Bin Tun Abdul Razak.

MRT project involves the construction of a rail-based public transport network which, together with the existing light rail transit (LRT), monorail, KTM Komuter, KLIA Ekspres and KLIA Transit systems, form the backbone of the Greater Kuala Lumpur/Klang Valley region. The project involves the construction of 3 MRT lines which covers all the hotspots in Klang Valley. The purpose of this project is to cover the growing populations in year 2020 by targeting the usage of public transport up to 50% and eventually reduce the severe traffic in Kuala Lumpur[1]. This project will takes around RM 36 billion cost.

The MRT project was initially proposed to the Government by a private-sector consortium in early 2010. The proposal was for the construction of three MRT lines.

The Government conducted a study on the proposal and approved the implementation of the Sungai Buloh-Kajang line first. The Government decided to implement the other two lines after further studies are done on the proposed alignment in conjunction with the Greater Kuala Lumpur/Klang Valley Land Public Transport Masterplan being drawn up by the Suruhanjaya Pengangkutan Awam Darat.

The Klang Valley MRT project was also made an Entry Point Project of the Economic Transformation Programme (ETP) under the Greater Kuala Lumpur/Klang Valley National Key Economic Area (NKEA). The ETP is being implemented by the The Performance Management and Delivery Unit (Pemandu) of the Prime Minister’s Department.

2.0 Project Structure

        There are 3 organisations involved in this project which are Suruhanjaya Pengangkutan Awam Darat (SPAD), MRT corp and MMC-GAMUDA. The function of SPAD is to supervise the overall MRT project. MRT corp is an agency who owns this project while MMC-GAMUDA acts as a project delivery partner. Below are the structure of these three organisations and their job scopes.

3.0 Implementation of MRT Project

        There are three MRT lines to be constructed. The implementation of MRT project is described as below.

3.1 Construction Schedule for MRT Project

        Table 1 shows the construction schedule for MRT project for three lines.

  • Covered 51 km from Sungai Buloh to Kajang.
  • 9.5 km of the line will be underground and the rest will be above ground.
