Methodology
The method that has been used in this project is called documentary analysis it has developed a comprehensive research of extant literature: newspaper articles, official reports and statistical surveys to understand both how in general the devolution evolves and local Stirling situation. In order to perform this task it has (outlined) the following relevant topics:
* Situation in other counties where the devolution have already happened
* Opinions about devolution in Scottish institutions
* Present Situation of the relationship between central power and local authorities
* Political, Economical and social situation of Scotland and Stirling
Gathered data have been put in a workbook that represents the ground of our project.
Once it has been analyzed and understood the topics above it has been found the most important drivers and it has constructed the graph on figure ().
In order to construct a scenario it has to be identified the degree of certainty and uncertainty of each element. In the figure () it is reported the relative graph.
From the graph emerge it has been found two uncertainties:
* Local Authority's actual subconscious opinion on devolution
* Support / training for Community Councils
At this point it has been constructed scenario stories considering two outcomes for each uncertainties:
First uncertainty
* Local Authority supports/ is in favour of devolution
* Local Authority doesn't support/is not in favour of devolution
Second Uncertainty
* It is given support/training to Community Councils
* It is not given support/training to Community Councils
