Our Chief of clinics, have discussed to me that I should make a request letter regarding the previously agreed compensation for the use of private property, specifically, personal equipments and instruments for public utilization. He told me that you are ordering me to make such request.

We all know that ophthalmic instruments are quite expensive and numerous; damage to one or several parts or to the whole instrument itself can at times cost a fortune. This is to inform you, sir, that all ophthalmologic intruments and equipments that are being used in our hospital for public usage belong to the undersigned. I am not holding the hospital any responsibility in case of damage to these facilities. However, a very tiny fee ranging from 10 to 50 pesos for maintenance is being demanded only for those who can afford, otherwise, it's the undersigned who has to give, sometimes, free medicines, consultation and at times money. And although compensation of 20, 30 or 50 pesos may not suffice unwanted damage to the said instruments, this may be the only consolation that I may ever get. Through this letter, I hope that I have given enough justification for this rumored illegal act (which I have always and will always regard as something that is not; something that has always been based upon the law and that is the use of private property for public use without just compensation, etc.)

This letter has been made in response to your request relayed by our chief of clinics.
