There was no functional coordinate and function process to be followed when it came to project selection and development. Basically a project took life from anywhere at anytime regardless of other projects in the pile line.
When someone or a group had a "good" idea, they would just mock or prototype it or write it down and carry it around. This was for when they ran into a powerful manager or someone with authority, they could then corner him, show and present it to them. If the product was given a nod, that would be used leverage support from other colleagues in order to work on it. For formal resources the engineering manager became the go-to-person.
Project selection was also driven by competition as Medtronic Corporation tried to respond to every new idea that came along. The marketing department too, had a say on which of the product was needed for the market, sometimes even changed the product description mid-way.
