Abstract
The purpose of this paper is to inform the public discretion police culture relate
to misconduct within law enforcement. From the top down this paper will show how
racism from one police officer needs to confronted and command excellency though out any law enforcement department because the public trust is important in the law enforcement culture .
It true and hard to believe that in the 20th century there are all Caucasian companies and law enforcement agencies but it true it not that black or minorities that are not qualified to do the job the companies do not want to hire them, sad but true culture plays an important role in society as a whole. All law enforcement officers go though academy training when a Sheriff, Police, FBI agent, CIA agent as well as AFT agents go though the academy this is were culture discretion and misconduct all start in the academy this is were the newer officers learn from the experienced law officers, were the norms and stereotyping start in the department (Grant & Terry 2005). So the question is were did Sheriff Jim Jones learn racism and bigotry was it learn or taught behavior as a child, he only hired white or Caucasian officers, were there any minorities that qualified for the job or was it the fact he did not want to hire minorities one thing to think about is bigotry and racism are booth learned behaviors that is taught.
The fact the sheriff Jim Jones had a serial killer who was crossing state lines which made the case become a federal case because the suspected perpetrator was killing and crossing state line. So Sheriff Jones had to work closely with the FBI (Federal Beau of Investigation) and the head investigator was Asian-American which did not make Sheriff Jones was prejudice and form an opinion without a good reason because the lead agent was Asian-American and it affected Sheriff Jones leadership and the way he perform his duties and the rest of sheriff department of Johnson county. The thing the Johnson county sheriff department and the FBI should have been looking for the links between the crime and the location of each crime because of the attitude of Sheriff Jones that began to affect a large number of sheriff's department it also
