There were three things that The Articles of Confederacy created The Articles of Confederacy posed three major issues for the newly formed America. First, it did not give Congress the ability to raise funds. This was a major problem because the nation was deeply in debt from the Revolutionary War. The states themselves had constitutions that allowed for them to levy taxes. However, if the states could not raise enough money the nation was not given the right to step in and levy these taxes. Second, there had to be complete unanimity to make any changes in the national government. For example in 1781 Congress wanted to charter a national bank so that it could consolidate the nations debt and facilitate credit. To do this they wanted to pass a bill that would put a 5% tax on all imported goods. Rhode Island, who relied on foreign imports, would not vote to pass this tax because it would adversely affect their state economy. Lastly, there was a lack of authority over internal trade. Because there was no central authority and the states governed themselves, commerce between the states suffered. There was no national policy on commerce. The southern states resisted such a policy because they believed it would allow the northern states to have a monopoly on the trade of southern agriculture products.
