I do not feel that smokers should be entitled to any "accommodations" for the bad habit that they have picked up. If the smoker is working the same 8 hour shift as the non smoker they would each get equal breaks. No I would not let them take three 10 minute breaks. Everyone is equal.
I had this problem at the last place I was the manager. One of the assistance well actually two of the assistant managers both had smoking habits. Several times during there shifts they would go outside and smoke. I did not actually witness the problem first hand. I had 5 employees that come to me individually and told me about the unfairness that was going on when I was not there. So I started to "drop in" more often. I told both of the women that I was concerned that there was a little unfairness going on concerning breaks. One of the managers jumped down my throat and told me not to worry about things when I was not there
(I wrote her up for insubordination I gave her 2 verbal warnings for this same topic). The other women that I talked to said she was sorry that she knew that she should not be going outside so often but it seemed that she would get out there and someone would need her help, that was her job to be in charge and be available during her shift. I explained to both of them that I needed them to abide by the rules and to not expect anything special. I told them both that they were leaders and they needed to set the example not be the exception. Both women turned the situation around and became better and fairer with everyone regarding breaks.
